Job Description

Under the general direction of the Court Executive Officer or Assistant Court Executive Officer, the Court Chief Financial Officer plans, organizes, and directs the fiscal, accounting, budget preparation/cash flow accounting, payroll, and collection activities of the Superior Court; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS
This single position at-will management class is responsible for the accurate and effective conduct of all financial and budgetary matters for the Superior Court through subordinate supervisory, professional, and technical staff. The position exercises a high degree of independent judgment in the administration and preparation of the Court's budget and all other accounting activities relating to Court finances.Plans, organizes, manages, and supervises the operations and staff of the financial division including collections, budget preparation and administration, purchasing, payroll, trust accounting and distribution, and accounts receivable and payable; advises staff on complex issues; selects, trains, evaluates, coaches, disciplines, and counsels staff; maintains records for continuing supervision and management of the workload, operation, and programs.

Plans, coordinates, and implements financial and budgetary projects; analyzes and provides information and data to upper management and relevant outside sources; researches and analyzes financial and budgetary issues and assists in determining the fiscal impact of legislation; makes recommendations on financial and budgetary matters.

Reviews accounting reports to assure conformance with revenue expectations and expenditure plans; provides cost-benefit analysis; projects cash flow, and maintains and prepares analysis; prepares quarterly, mid-year, and annual year-end budget projections for management.

Prepares grant requests, implementation documents, and reports; monitors financial administration of grants; investigates and resolves accounting discrepancies.

Represents the court in meetings involving Court, county and state administration; prepares and presents complex financial reports and information. Education
Graduation from an accredited college or university with a Bachelor's degree in business administration, public administration, accounting, finance, economics, or other closely related field. A Master's degree in business or public administration, accounting, economics, or closely related field may substitute for one (1) year of the required experience.

Experience
Five (5) or more years of progressively responsible experience in accounting, budget preparation, and finance including a minimum of three (3) years supervising professional and technical level accounting staff or any combination of training and experience that provides the desired knowledge and abilities. Additional qualifying experience may substitute for the education on a year-for-year basis.
